AN AMERICAN HELIGOLAND. Australian and N.Z. Cable Association. WASHINGTON, March 10. Mr J. Daniels, Secretary for the Navy, speaking before tho Congressional Committee on Naval Affairs, advocated making the Island of Guam an “American Heligoland,’’ and the construction of a great submarine, aviation, and destroyer base at Hawaii. Mr Daniels said: “Our friends of today may be our enemies to-morrow.”
