DETAILS OF THE SCHEME APPOINTMENT OF BOARD OF EXPERTS SUGGESTED. In order to facilitate the great amount of work that will be entailed by the preparation of his schemo for tlio development and expansion of the city (outlined in tho "Times" recently), the Mayor (Mr J. P. Luke) is of opinion that it would be advisable for the city engineer (Air W. H. Morton) have associated with him two other engineers to assist him in the matter.

Such a board of experts, he anticipates, armed with the necessary knowlodge of tho district, could investigate the problems that would have to be faced in all their details, and advise whatever committee was set up to put the project into operation as. to what was ibest for the city. The committee would thus be relieved of technical responsibility. Other bodies than the City Qouncil would be concerned in the works contemplated, remarked the Mayor to a reporter yesterday, and the problem should bo considered in all ita bearings and details. Authority should bo given to make an immediate inquiry into Che hest means of dealing with his suggestion that a board of experts should Jbe set up. The duty of the board would be to inTestigate, reports and advise.
