General Hertzog, replying to a correspondent's queries regarding the meaning of the new Article in the Constitution of the Nationalists' party aiming at sovereign independence, says: "It does not necessarily imply Republican independence. That is a question which will be decided in accordance with the sovereign will .of the people. Nothing in the Article is inconsistent with sovereign freedom within the Empire, but it is undesirable to speak of an Empire, rather of a League of .. S+ates. Empire implies unalterable relation limiting the freedom of the people. The Article also leaves free any member of the Natonalist party to adopt a watching attitude whether for a future Republic or future voluntary membership of the Empire should the people prefer it.''
