The "Now York Times" Washington correspondent stntes: It is understood that the State Department lias informed Britain and Franco of its inability to allow the exclusion of Manchuria and inner Mongolia from the conditions under which Japan will join m the consortium to finance China. The United States has proposed to France and Britain that they should join with tho United States in organise ing the consortiuin, pending the settlement of the question of Japaneso par- 1 ticipation. Neither Franco nor Britain would agree to this. ~ The State Department before approved a thirty million loan Chinawards. WASHINGTON, November 7. It is understood that tho Government has authorised the Chicago (Continental ?) bank to increase its loan to China to thirty millions. It was recently reported from New York that tho Continenal Bank had announced a loan of five and a half million dollars to China.
