CIVIL SERVICE CONTROL

AMENDMENT URGED

QUESTION DISCUSSED AT ANNUAL CONFERENCE OF ASSOCIATION.

Public service control was a matter for comment and discussion «t the annual conference of the New- Zealand Public Service Association yesterday. The following tiro remits wore passed in this connection;—

That the Government bo requested so to amend the Public Service Act, 1912. as to provide for thn control of th© service bv a non-political board in place of a Commissioner and two Assistant Commissioners as at present, such board to include at least one member to be •elected bv publio servants who are members of the Public Service Association. That the Public Service Association, while recoKnisinir that amendments are stiii recruired in th 6 system of Commissioner control, express their keen disapproval of any "attempt made to revert to the former; system of political control.

-- AMICABLE RELATIONS. . The question is referred to as follows in the annual report oi tns association o executive:—''The Public Service Commissioner and the association's executive officials have met at many interviews aurimr the twelve months, and wo are pleased to be able to state that the .amicable relations which were established shortly after the withdrawal of the oi-isinatins: summons have continued uninterruptedly. Tho Question as to the most suitable system of control of the Service and of- the policy of tho association in regard thereto will be dealt with at tho conference, and it is not considered desirable to make any comments other than those which have already appeared m the editorial columns of the "'Publio Service Journal," except to reiterate that the association stands for non-political control of tho Public Servico of the Dominion."

"You are all aware that some time ago wo had difficulties with the Public Service Commissioner, but I am very pleased to toll tou that at the present time our relations are most amicable, that Tv-e Have had free and lull opportunity of seeine the Commissioner whenever wo desired to do so during the past year, and that the Commissioner has alwnyi been ready to hear- ou r representations and to jrive them consideration.
