It is widely rumoured in Berlin that a separate peace has been offered to Russia on terms of the evacuation ot Russian and Austrian territory, autonomy for Poland, the internationalisation of Constantinople and Russian protectorate over Armenia. Herr von Be.hmaun - Ilollwpg'a speech on Thursday is eagerly awaited. It is believed probable that a separate peace will be offered.
