WOOING ROUMANIA

WHAT AUSTRIA IS WILLING TO OFFER By Telegraph—Press Association—Copyright. ‘'Times” and Sydney ‘‘Sun” Services (Received July 13, 7.20 p.m.) LONDON, July 13. Austria has offered to cede to Roumania a portion of Bukovina in return for benevolent neutrality, and would add the retrocession of Bessarabia if Roumania would intervene on behalf of Austria. [Bukovina is a crown-land of Austria-Hungary. Bessarabia is a government of south-western Russia, bounded on the north and north-east of Podolia, east by Khorisen, South-east by'the' Black-Sea, and south and west by Boumania, from which it ia separated by the Danube and the Pruth. Bessarabia formed part of Moldavia—which ia now a part of Roumania—until 1812, when it was ceded by Turkey to Russia; by the peace of 1856 a portion was united to Moldavia, but this was reclaimed by Russia in 1878.] GERMAN PRESS THREATENS ROUMANIA (Received July 14, 1.30 a.m.) AMSTERDAM, July 13. The ‘‘Frankfurter Zeitung” attacks Roumania for holding up war material for Germany and. Turkey, and concludes with a veiled threat to Roumania. The “Tages Zeitung” declares that Roumania is no longer neutral, as she permits the transportation of munitions and food to Serbia, while placing obstacles in' the way of supplies for Turkey. Her chance of maintaining relations with Austro-Germany will be lost if she is not careful.
