The Panama Canal will be opened for commercial purposes on July Ist, or perhaps earlier. TOLLS QUESTION. MEASURE PROVIDING FOR ARBITRATION. (Received May 19, 11.30 p.m.) WASHINGTON, May 19. A determined move is pending in the Senate to substitute for the repeal of the Tolls Exemption Bill a measure providing for arbitration on the whole question. Senator Sutherland is leading a coalition favouring arbitration. Senator Morris introduced the necessary resolution. Senators Root and Lodge favour the proposal, but as a two-thirds vote is 3-equirod to carry au arbitration hill, Senator Sutherland’s proposal is not likely to be carried.
