General Carranza, the leader of the Constitutionalists, has informed Washington that he is Willing to treat with the American Consuls for the protection of foreigners provided those countries invest the American Consuls with authority to act for them. This would be tantamount to the recognition of General Carranza’s belligerency. . , Carranza is snapping his fingers in the President’s face, but the policy or watchful Waiting will be continued Unless it is dramatically upset.
