The question of more frequent foreign cruises is being considered with a view to reducing the marriage rate in the navy. It is found that the average rates of pay, though sufficient for bachelors’ comforts, are inadequate for married seamen with families. Homo service, it is stated, encourages marriage and subsequent discontent. A protest is likely to ho made on the ground that the action would place an official premium on immorality, and rob the country of n vigorous now generation. It is regarded ns a striking confession of the inadequacy of the pay in the navy.
