DIPLOMATIC APPOINTMENTS. WASHINGTON, February 25. The United States Senate refuses to confirm any diplomatic appointments recommended by President Taft. Mr Irwin Laughlin was recommended to Great Britain for the Ambassadorial Secretaryship. If he is not appointed, charge of affairs at the Embassy will devolve on Mr Hallet Johnson, aged twenty-four years, and recently out of college.
