INSPIRED ARTICLE THE ANGLO-GERMAN RELATIONSHIP. By Telegraph—Press Association—Copyright (Received February 24, 10.15 p.m.) BERLIN, February 24. The “Kolnische Eeitung,” in an inspired article, says it is believed that an improved Anglo-German relationship is possible without prejudice to other relationship. No reasonable man could believe that Germany dreams of ending the English sovereignty of the sea. Another consideration, says the paper, which is growing in England is that the qualities of Germany’s navy would make it bad business to desire to administer a coup de grace to German sea-powor. The article significantly describes the impending Army increase as a risk on land.
