STATEMENT BY ITALIAN FOREIGN MINISTER. ROME, February 23. The Marquis di San Giuliaffo, Minister of Foreign Affairs, speaking in the Chamber of Deputies, said the position in tho Mediterranean was satisfactory, while Italy’s relations with France and Great Britain as to their African neighbouring territories were of the friendliest. M. DELCASSE’S APPOINTMENT. “SOLIDARITY OF FRAJNUU-RUh--BIAN ALLIANCE.” ST. PETERSBURG, February 23. The press is jubilant over the appointment of M. Delcasse as French Ambassador to Russia. They dwell on the significance of the unexpected appointment, in which they see another proof of the solidity of the FranooRnssian Alliance.
