“The Times” states that Lord Haldane’s speech surprised some of his colleagues. The Cabinet has not discussed the scheme, and has no intention of producing a big Education Bill in the next session.

Speaking at Manchester a few days ago, Lora Haldane declared that the Government, after consultation with the Premier, Mr Lloyd George, and the Eight Hon. J. A. Pease, President of the Board of Education, decided that education was tho most urgent of the great social reforms. Elementary and secondary and higher education was in a chaotic state, and a great stop forward must be taken. Lord Haldane was authorised to announce that Mr Lloyd George was ready to throw himself into tho question with whole-heartednees. It had been shown that the insurance outlay was costly, but it was productive. What was to be dono for the coming generation must not be done at the expense of the ratepayer. Tho national system of education must be one, entire and whole, starting from tho standpoint that the child muot be made, first of all, tit to receive education.
