PROPORTIONAL REPRESENTATION.

The Sydney Proportional Represen. tation Society states that there is a demand all over the world for some electoral system which will be fair and equitable, and which will result in the will of tho people—minorities as well as majorities—being adequately expressed in tho Legislature. The society believes that this can only bo done by means of the system it advocates. In the annual report of the society the last election figures in England are analysed, and "it is declared that conresult is unsatisfactory, and that consequently the democracy is often charged with faults which are really the effete of a defective electoral system. T t is also stated that there is no absolute remedy for the present evil in the second ballot, or in the alternative vote. After quoting Mr Asquith and Mr Balfour on the subject the report claims that proportionate representation will mean freedom for the elector, independence for the representative, strength for the Parliament, ami power tor the people.
