Senators Bradley and Massey contended that the United States had treaty rights to regulate affairs, and the purchase of the canal zone removed it from international control. Senator McCumber claimed that it the canal was closed to foreign warships in war time all the Powers would become enemies of the United States and a surreptitious bombardment might take place.
