Sir James Barr, president-elect of the British Medical Association, speaking at Congress in Liverpool, said doctors must not rest content with the treatment of disease—they must instil in the public mind the value of a higher intellectual and physical health. The time was ripe for dealing with mental weaklings, in order to abolish the present decadence. The Eugenics Congress has opened. Mr Balfour, speaking at a banquet, said the congress had to convince the public that the study of eugenics was a most pressing necessity. The task involved the most difficult test science had ever undertaken.
