LORD ROBERTS ON ARMY SHORTCOMINGS.

Lord Roberts, speaking at the Mansion House, said the Army was as unprepared ’for war as it was in 1899. Experience in the Boer war showed it was non-efficient. Germany was wolf aware of the feebleness underlying Britons' proud boasting of naval and military strength. He had no hostility to Germany; but all must see the danger of collision within the limit of time indicated by the convergence of their lines of destiny, which might' be accelerated at any moment hy a misunderstanding.
