The list, as prepared, had first to bo submitted to the Governor, and if approved by him would be published in the "Gazette” as "the provisional classification of the public service,” together with the nominal roll of .the officers of the service, showing their position and rate of salary as was done in connection with the Posh and 'Telegraph Department. After tho board had decided upon all siich applications it would deliver the classification list to the Governor. It would then bo approved by the Governor-in-Council and laid before Parliament. If it was approved by the House of Representatives by resolution it would come into force and take effect in accordance with the Act on a date to bo fixed. No payments would bo mado under the suggested classification this year, but the ordinary increments of salary to the officers would be provided for on the supplementary estimates-
