Field-Marshal Lord Roberts publishes an appeal to the nation to seriously consider tho questions of social reform, Imperial unity, and defence, all of which are interwoven. He declares that the navy is rapidly being approached by other navies, while tho army is quite unfitted to meet tho demands that might be made on it at any moment.
