(Received July 31, 9.50 p.m.) LONDON, July 31. “The Times” states that the naval memorandum is a well-conceived aiwh eminently practical solution of tho difficult problem of bringing three naval forces into close organic relations. TAVELVE DESTROYERS ORDERED. LONDON, July 31. The Admiralty has placed orders for twelve destroyers out of the twenty on tho 1911 programme. Some are of a new typo and of a speed of 33 knots.
