Notice lias been given of an enormous number of amendments. Air Lloyd George announced that alterations in tho Bill would not necessarily be regarded by tho Government as defeats. Tho House of Commons passed the second clause of the Insurance Bill, and in Committee of Ways and Means agreed to tho necessary financial resolution after Mr Philip Snowden (Labour M.P. for Blackburn) had ineffectually attempted to cast tho whole east upon tho State, arguing that, tho privations of the poor would otherwise bo aggravated-
