Empire Day was celebrated by the majority of the elementary schools in England and Wales by saluting ~tho Union Jack. In a speech on Empire Day Mr Deakin declared that there were two alternatives to adopt, on© of which was the creation of a worldwide tribunal to enforce its decrees in all countries. If that was not possible, he said, to prevent the Empire tumbling in ruins we must depend upon ourselves, at tho cost of war.
