Parliamentary circles are perturbed owing to the Czar, during an audience granted to M. Guchkoff, president* of the Diima, instancing the slow worS of the Reichstag. His Majesty stated he had no complaint to make against the German Legislature, and therefore saw .no cause for finding fault with. the . Council of Empire.
The Czar,, made equally short replies to M.. Guchkoff’s complaints regarding naval reforms, Russian universities and Finland.
