ABOLITION OF PARTY SYSTEM SUGGESTED. By Telegraph—Press AssociatTou—Copyright. LONDON, March 14. Viscount Midlcton, on behalf of the Moderates in the London County Council, proposed a conference with the Progressives, with the object of ridding the Council of the party system of government. The Progressives declined the proposal, and the Moderates have decided to select all ten aldermen.
