Magistrate commented adversely on the action of tho Department of -Agriculture in prosecuting a few people, causing expense and irritation, when tlic authorities had power to order 'the treatment of trees at the expense of -owner*. He said the moth was not likely to be stamped out by prosecutions. . Tlie inspector said prosecutions were intended to let people know that the Ac' had to be observed.
