BUDGET AGREED TO. ALLEGATIONS AGAINST LATE KING. By Telegraph—Press Association—Copyricht. LONDON, February 17. In the Belgian Parliament, the Congo Budget was agreed to by 79 votes to 40. The revenue continues mainly to be derived from forced labour. Mr E. D. Morel, tho founder and honorary secretary of the Congo Reform Association,-states that tho late King Leopold transferred to other institutions £2,000,000 which properly belongs to the Congo. If the money can be recovered King Albert will bo willing to devote it to the remedying of evils.
