ROW IN REICHSTAG
A CALL TO ORDER BIG BIGHT CLAIMED FOE. THE KAISER. SOCIALISTS OBJECT. By Telegraph—Press Association—Copyright. (Received February 6, 5 p.m.) BERLIN, February 5. Storms of protest were raised in the Reichstag during tho discussion of the Military .Estimates, when Von Oldenburg, an ex-caval'ry officer,' while depreoatdng public discussion of army details as being inimical to discipline, remarked: " Tho liaiser must be able to say to any lieutenant 'Take ten men and shut the Reichstag.' " The Vice-president, in replying to Socialist protests, interpreted the remark as implying that a soldier must obey to the uttermost his war lord's command. On Saturday, Ledebour, a Socialist deputy, demanded that the Vice-presi-dent should rebuke Von Oldenburg for claiming such a-right for the Kaiser. The Vice-president refused to do this, and formally called Ledebour to order. A motion to expunge the call to order from the records was defeated by a huge majority- The Radicals, Socialists and Poles voted in fcvour of upholding the Reichstag's sovereign rights.
