TWO IMPROVEMENT SCHEMES FORMULATED. By-Telegraph—Press Association-Copyright. LONDON, 4 January 10. Mir W. Davidson, Inspector-General of Public Works for Victoria, and Sir William Matthews, of the engineering firm of Ooodo, Son, and Matthews, have formulated a scheme for dealing with passenger and cargo traffic at Port Melbourne. Sir B. Raban, Admiralty Director of Works, has arranged a scheme for a graying dock for Melbourne. .
