President Tuft, in his Message to Congress, recommends the creation, of a Court of Commerce, to try all railroad cases arising out of the- interstate Commerce Commission's orders, and analogous to the recently-author-ised United States Customs' Court, xhe Court of Commerce would be subject to review by the Supremo Court. The President proposes that the Inter-State Commerce Commission sha.ll have power to fix rates and readjust classification of merchandise. Mr Taft recommends extension of the* scope of tho Employers' Liability Act to facilitate lawsuits. While no changes arc proposed in tho anti-trust law, tho President recommends the Federal incorporation of large • business enterprises.
