Knox, United States Seerotary of State, lias addressed a oircuinr to the Powers suggesting the establishment of an International Prize Court which should be invested 'with tho functions of a Court of Arbitration to settle all oases arising in time of peace equally with those incidental to war. It is expected that Britain, Germany, and France will endorse the ’proposals. “Tho Times” AVashdngton correspondent reports that Air Knox has Secured and China’s cordial 'support and Britain’s approval of the •principle of a proposal to free Russia 'and Japan from tho onerous responsibility in connection with the Manchurian railways by neutralising them, vesting their ownership in 'Gbina, and placing them under economical and impartial administration, 'with the co-operation of Russia, Japan, ■and all the interested Powers. By the 'adoption of tills scheme equality of •oommeroital opportunity would be •finally assured to all parties.
