It is expected that Britain, Germany, and France will endorse the ’proposals. “Tho Times” AVashdngton correspondent reports that Air Knox has Secured and China’s cordial 'support and Britain’s approval of the •principle of a proposal to free Russia 'and Japan from tho onerous responsibility in connection with the Manchurian railways by neutralising them, vesting their ownership in 'Gbina, and placing them under economical and impartial administration, 'with the co-operation of Russia, Japan, ■and all the interested Powers.
