Eitring the course of a speech at Edinburgh, Lord Milner, formerly High Commissioner of South Africa, said that the Empire’s expansion and complete consolidation ought to proceed on a basis of equality of partnership of all kith and kin. ■Ho added that a wise policy of fiscal reform would help commerce into assisting the British worker, and also help colonial development.
