NEW POSTAL CONVENTION

TAKING EFFECT OCTOBER Ist. SOMiE OF THE CHANGES. ' As a result of the introduction of the Rome Convention a number of new regulations will como into force at the beginning of next month. On and after that date the rates of, postage on letters and letteroards addressed to places beyond New Zealand will ho— To United Kingdom, British possessions, and other countries' to which the postage is now Id, one penny for each ounce or fraction thereof, instead of, as ,at present, for each half ounce. To all other places, 3Jd for the first ounce, and lid for each succeeding ounce or fraction thereof. At present the rate is 2jd for each half ounce or fraction thereof. , POSTCARDS. Tn an amending regulation it is provided that postcards, if not bearing any communication in the nature of a letter, may be sent at printed paper rates. Written communications are permitted on the left hand half of the address side of all cards, whether picture cards or not. The stamps should be placed in the upper _ right hand corner of the address side. Engravings or photographs on thin paper may be affixed to postcards provided they are entirely adherent, and the sender may also affix a gummed label, not exceeding fin by Sin, giving his own name and address, and not only a label with the name and address of the person for whom the card is intended. The addition in manuscript of greetings or good wishes, limited to five words, -will not debar the cards from transmission at printed matter rates. As before, postcards may not exceed s>in by 3Jin, but hereafter they must not be smaller than Tin by 2Jin. . These provisions have been m force for some time. COMMERCIAL PAPERS. Under this head it is provided that notices advising the movements of ships may have inserted the name of shin and date of arrival and departuro. . Tubes of serum and pathological specimens may bo sent by parcel’ post) if they are prepared and packed in such a way as to be innocuous. TINSELLED POSTCARDS. A poster will shortly be issued • instructing the public in the matter of tinselled .postcards. Any -cards ornamented with tinsel, mica, powderedglass, or similar substance will not W permitted unless they are enclosed in covers, since the sorting of such art tides is injurious to the health of the sorters. If tinselled cards are posted without covering they will be sent to the dead letter office- When enclosed they will be liable to the letter rate of postage if they - bear written communications. Otherwise they bet sent as printed matter within Newt Zealand and the United States.
