Twenty robbers captured a mail van at Werclmi Dnieprovsk, wounded the driver and a policeman, and decamped with sixty-three 'thousand roubles. The Party of Peaceful Regeneration, which opposes all unconstitutional government, is appealing to electors to the Duma to oppose the remnant. of the administrative regime and revolutionary anarchy, which, the party declares, are two disintegrating forces now impeding the work of reconstruction. ELECTION MEETINGS FORBIDDEN. ST. PETERSBURG, November 8. The Governor of Odessa refuses to permit any election meetings to be held in that city. The official Electoral Commission threaten to resign, alleging that its work is useless without meetings. No revolutionary organisation now exists in Moscow, all the principal leaders having been arrested.
