LORD KITCHENER AND THE VICEROY. (Received August 27, 4.30 p.m.) LONDON, August 26. TJjje publication at Simla .of Lord Kitchener’s memorandum, dated the 17th inst., impugning the accuracy, of Lord Ourzon’s summary of his proposals, coupled with Lord Curzon’s reply—which maintains the correctness of tli, summary and the deductions he made—shows a crisis more acute than that which reached its height during the controversy in June.
