Tho following conditions arc rejected by Af. do Witto:— Relinquishment to Japan of Russian warships now interned in neutral ports. Limitation of Russia’s naval strength, in tho Far East. THE INDEMNITY OBSTACLE. RUPTURE OF NEGOTIATIONS FEARED. (Received August 16, 0.42 a.m.) LONDON, August 15. Tho St. Petersburg correspondent of “Tho Times” states that it is considered in high quarters in the Russian capital that unless the demand for indemnity is withdrawn there will bo a rupture of tho negotiations at Portsmouth during tho present week. Preparations have been completed for a general mobilisation, and if the conference fails through a supremo effort will ho mado in the Far East during tho present year.
