ENGLAND AND GERMANY.
TERMS OF THE AIRBITRATION AGRIECAIENT. LONDON, September 1. Tho Anglo-German aroitration agreement has been published. It provides that before appealing to Tho Hague Tribunal each dispute must bo dearly defined, with tho scope of tho arbitrators’ powers. ’ Periods are fixed for the formation of tho tribunal, and several stages of procedure.
