ASSASSIN’S LETTER TO THE CZAR. ST. PETERSBURG, June 22. In connection with tho shooting of tho lato General Bohrikoff. Governor of Finland by ex-Senator Schumann’s son, it is stated that Schumann deposited with a friend a sealeu envelope enclosing a copy of the letter to tho Czar, with instructions to open tho _ same when circumstances seemed to justify such a course. Schumann’s object was to prove that ho had no accomplices, and ensure the non-suppression or the letter. Its publication has paralysed the police efforts to identify Schumann with the Swedish revolutionary party.
