BULGARIAN INSURGENTS TO BE HANGED. THREATENED TROUBLE IN ALBANIA. CONSTANTINOPLE, April 27. Edhem Pasha being ill, Omer Pasha will replace him as director of military operations in European Turkey. The Bashi-Bazouks along the Bulgarian frontiers have been ordered to hang all armed insurgents who may bo captured. A largo band of Albanians threaten to attack'Prishtina, in the north-east of tho province, and expel the Servian Consul. A train of artillery has been sent to Albania.
