GERMAN POLITICS.
EMPEROR WILLIAM’S POLICY. DENOUNCED. BERLIN, January 23. In the German Reichstag, Herr Bebcl scathingly attacked tho “mailed fist” policy, and said Emperor William’s gross insults to the Social Democrats were certain to provoke retorts. Tho Emperor's recent speeches at Essen and Breslau, ho said, had added hundreds of thousands to tlio Socialists’ ranks. Hen- Bobel also attacked the Crown Priuco for calling tho Socialists “wretches.” , Count von Bulow, the Imperial Chancellor, denied that Germany was aggressive, and asserted that her naval policy was not directed at Britain. RESIGNATION OP THE PRESIDENT OF THE REICHSTAG. (Received Jamiary 25, 5.30 p.m.) BERLIN, January 24. A sensation lias been caused by Count vou Ballestrsiu, President of tho Reichstag, resigning, owing to tho criticisms of a number of Conservative nenfspapers regarding tho President’s stifling of a discussion upon the Kaiser’s recent speeches dealing with the lato' Ilorr Krupp.
