In the German Reichstag, Herr Bebcl scathingly attacked tho “mailed fist” policy, and said Emperor William’s gross insults to the Social Democrats were certain to provoke retorts. Tho Emperor's recent speeches at Essen and Breslau, ho said, had added hundreds of thousands to tlio Socialists’ ranks.
