EMPEROR WILLIAM AND THE BOER GENERALS. BERLIN, January 22. Count von Sonnenberg, in the German Reichstag, criticised the action of Emperor William in not giving audience to tho Boer Generals. The Chancellor (Count von Bulow) repeated tho ‘-North German Gazette’s” annemnecment cabled on 9th October, closing by saying that tho condition was that the Generals should apply as British subjects through the British Ambassador in Berlin. Count von Bulow added that tho intermediary acting for tho Generals, who was an absolutely trustworthy and estimable personage, intimated that - the Generals had suddenly changed their mind. THE FOREIGN AFFAIRS OF FRANCE. PARIS, January 22. The report of the Committee of the French Chamber on the estimates of the Department for Foreign Affairs rejoices at Franco’s abstention from tho Venezuelan troubles, and recommends an international understanding for making Tangier, in Morocco, a neutral free port. Tile Committee adds:—“Owing to tho situation in Armenia and Macedonia, tho Powers- ought to make strong representations to the Porte, and support those representations with force if necessary. “THE ROLE OF A STRONG MAN." BERLIN. Jannary 22. In tho Reichstag Count von Sonnouberg blamed Germany’s excessive friendliness for- other nationsCount von Bulow, Imperial Chancellor, replied that Chauvinism was not synonymous with patriotism. “We play the role of a strong still man,’’ ho said, “neither weak nor provocative protecting himself and his goods." -The reply was received with cheers. THE DARDANELLES. (Received January 23, 10.30 p.m.) LONDON, Jauuazy 23-. The Paris correspondent of -“The Times” states that France and Italy withheld their support to Great Britain in tho latter's protest regarding the Dardanelles.
