BY-ELECTION AT WEST DERBY. LONDON, January 21. Tim election to fill the vacancy foi the West Derby division cf Liverpool caused by the death of Mr S. W. Higginhottoin resulted in rite return of Mr W. W. Rutherford, Conservative, who received 54-55 votes, against 3251 polled by tho Liberal candidate, Mr Richard Holt. Mr Rutherford is Lord Mayor of Liverpool. [Tho election has effected no alteration from a party point of view, tho late member twho was returned unopposed) having boon a Conservative.]
