(Received Noventiwr 27, 1.0 a.m.) BERLIN, November 26. Tho Imperial Chancc-Ilnr (Count von Billow) Ints agreed to a compromise with tho majority of tho Reichstag relittivo to minimum duties, and has groat hopes of obtaining a jminority largo enough to carry the Tariff Bill.
