TROUBLE WITH MINERS IN PRANCE. PARIS, October 20. Tho Premier (M. AValduck-Roussoiui) has informeu tho Miners’ Federation that a minimum wage is fixable only by the interested parties. The Chamber of Deputies would consider tho question of workmen’s pensions as an administrative matter.
