THE 'MANCHURIAN CONVENTION. DANGERS OF SECRET TREATIES. LONDON, March 28. The Shanghai correspondent of ‘‘The Times” states- that, the Chinese Court seriously contemplates removal of thei capital from Pekin. - Reuter’s Agency messages state that China has not rejected the Manchurian convention. She objects to many clauses which are being discussed. The test of a Chinese decree has been published.. It says that a powerful warning was given tc China - on ISth February of the extreme danger of making secret, treaties involving territory without approval of all parties. ‘ Several newspapers and Now York merchants complain'of thel recent refusal of Colonel John Hay, the American Secretary of State, to protest against Russia’s action in regard to Manchuria. An Imperial edict, published at Si-ngan-fu, orders that the Manchuria convention be not signed on the day fixed by Russia. Enthusiasm is shown by Hankow notables and gentry, in protesting against the convention and raising funds to oppose Russian aggression.
PROTESTS AGAINST RUSSIAN DESIGNS.
(Received March 29, 0.25 a.m.) LONDON, March 28. The Viceroj's of the Yang-tse provinces, who are backed by the whole of the central provinces, have memorialised the throne in the strongest terms not to sign the Manchurian Convention. The correspondent of “The Times’’ at Pekin states that nothing is authoritatively kfeown there, though there are persistent reports that China has rejected tli© Convention. Reports received at Washington, state that Sir Earnest Satow (the British Minister) has protested against China negotiating territorial or financial concessions until the present crisis is settled. .
"THE CLOUDS ON THE HORIZON.” (Received March ,29, 0.16 a.m.) TOKIO, March 28. Marquis Ito, Premier of Japan, in addressing his Parliamentary supporters at, Yokohama, said it was impossible to deny that Japan felt the complication iu China created by Russia or to ignore the clouds on the horizon.
