LONDON. March 26. The Pekin correspondent of “Tho Times” (Dr Morrison) reports that Russia refuses to extend tbc time for affixing the signatures to the Manchuria agreement with China beyond to-day. ; Li Hung-Chang urges upon thel Emperor immediate compliance with the Russian demand. ■ The declaration of Count von Bulow, the German Chancellor, that Germany is indifferent as to the future of Manchuria, embarrasses the Powers who protested against the signing of the agreement. - The New York “Tribune” affirms that the United States Government refused tp protest against the agreement, notwithstanding the warning received from several Powers that Russia’s action would lead to tho disintegration of China. ■ The Shanghai correspondent of “The Times” states that he has the best authority for declaring that tho Imperial Court has finally decided to refuse to sign- the agreement. •: The Viceroys of the Southern Provinces vigorously oppose the ratification of the Manchurian agreement. j A great meeting of Chinese gentry, merchants and literati/ held at Shanghai, decided on a similar course. METHOD OF RAISING THE INDEM- , ‘ NITY. I , LONDON, March 26. _ Sir Robert Hart, Director of the Chinese Imperial Maritime Customs, has advised Li Hung-Chang to provide the indemnity demanded by tho Powers by means of stamp duties and taxes on houses and cn native opium. , Britain opposes any increase in the .tariff at the Treaty ports. RUSSIA AND JAPAN. (Received March 28, 0.15 a.m.) ST. PETERSBURG, March 27. . The “Novosti” newspaper says,that a Russo-Japanese alliance is desirable, even if it cost the) partition of China. H.M.S. Terrible has been ordered from Amoy to Taku.
