Field-Marshal Count von Waldersee, commander-iii-eliicl of the allied army in China, has authoritatively intervened with the view of ending tho mutually hostile attitude of the British and Russian troops in the dispute over the railway siding which Mr Kinder was forming at Tientsin, b'u.b when the Russians claim to be trenching upon the rights contained in tlxeir new concession. Tho Tientsin correspondent of tho ‘‘New York Herald” states that MajorGeneral Wogack, commander of the Russian force at Kinder 1 ' siding, declines Count von Waldersso’s proposal for a compromise.
