WITHDRAWAL OF FRENCH TROOPS;

It is officially stated at Shanghai that Yu-hsion, the Governor of Shan-si, was beheaded at Lan-chau-fu, th© capital of the province of Kan-su, on tho 22nd February. iff Kai-chun, a protege of Prince Tuan and of Tung-fu-hsiang, has started a rebellion at Lan-chau-fu.
Arrangements are being made for the withdrawal of ten' thousand French troops from China during the present month.
The railway workshops at Tbngshan, on tho Shan-hai-kwan line, have been restored to British control in a satisfactory state. (Received Alareh 3, 5.12 p.m.) LONDON, March 2.
The Foreign Alinistors have decided that Italy shall retain the Customs buildings at Pekin, as they are needed for the extension of tho fortification of tho Legations’ area. , Germany has intimated to Li Hung Chang that it is inexpedient for China to make separate concessions to States or companies, giving away valuable assets, while her obligations towards the Powers collectively are nob clearly defined. ___««««—o»
