APPLICATION OF THE CLOSURE. LONDON, February 27. In tho House of Lords the Marquis of Salisbury, at Baron Avebury’s suggestion, consented to the appointment of a committee to inquire into the hours ■of labour in shops, though he repudiated tho responsibility of accepting the decisions of a committee of the Commons. In tho House of Commons a proposal to apply the closure to the debate on tho Address-in-Reply was agreed to by a majority of 219.
