RESULTS OF THE INVASION. FIVE MILLION PEOPLE STARVING. LONDON, January 16. Lord George Hamilton, Secretary of State for India, is inquiring into the allegations of atrocities against the international troops in China. Five million people are suffering from starvation in the province of Shen-si. The Chinese envoys have affixed the Imperial seal to the Joint Note of the Powers fixing a basis of settlement of the difficulty.
